California’s 2.9 million college and university students lack the comprehensive privacy protections that K-12 students have had since 2014. EdTech use has exploded since then, and current laws don’t address modern threats like AI training on student data or protect sensitive categories that are particularly relevant for vulnerable student populations, including immigration status and reproductive health information. Students in under-resourced institutions are especially at risk as their schools are more likely to adopt lower-cost platforms with weaker data practices.
