Algorithmic discrimination in high-stakes decisions is one of the clearest equity issues in technology today. Lending models are twice as likely to deny Black applicants compared to White applicants with the same financial profile. Health care algorithms have been shown to significantly underestimate the needs of Black patients. Hiring tools screen out people with disabilities. These are not edge cases; they are systemic patterns affecting the communities KCA exists to serve. AB 1018 would create California’s first comprehensive ADS accountability framework, leveraging existing enforcement infrastructure rather than creating new agencies.
